Automaticly kill upload if 2KB/s or less?

In my monitor window I often find all my slots being used to upload the same file (usually about 700 MB in size) and the upload speed is 0 KB/s. I assume that this is some sort of DoS attack from a media defender sort of company. Is there some way to change a setting now to automaticly drop uploads that are close to static. I realize that this may block some modem users from access to my shared folder but it would keep "the man" from jamming my upload slots. I find that this usually happens when running in ultrapeer mode. Increasing upload slots to an outragous number (256) does not seem to help. So far the only thing that I have found that works is to change my I.P.# often by resetting my modem.

Any comments or suggestions would be appreciated and tried out.
