All you can do is set up a separate user account for her on your computer with you as administrator.. Exactly how you do this and what is possible depends on your Platform and OS.

How about doing what the topic starter requested, i.e. provide password feature for limewire "to prevent children from downlading files we don't want"?

It doesn't take a genius to add this feature when you have a fully developed software.
