Feature is already there (server side)

in the dialog box:
Tools> Options> Uploads> Slots

there are three values in ver2 limewire

per person n slots (mine set to 2)
allow at least n slots (mine set to 5)
absolutely n max slots (mine set to 7)

which solves the problem if the server person thinks of it.

Granted having it on the client side might help too as it seems that people overlook this stuff.
