Granular adjustment of dwnld bandwidth
 
I would like to request a more controlled adjuster on the KB download slider.
FOR YEARS I thought I was limited to 43.5 KBs, as the slider was at the far right of the bar. I accidentally clicked to the right of it and suddenly the message for downloads jumped to 100%.
It made a huge difference in download speed, but it was too much. My ThinkPad T40 XP Pro SP3, 512mb (Cable) just locked up. Sys Admin messages said I exceeded the number of TCP/IP connections. (after a reboot)

Try as I might I either get 43 KBs or 100% which allows at least 300-400kps total. Where is the amount in between?
