Do the people who have a modem connection yet put T1 or T3 for some odd reason end up being ultrapeers? I'm asking because I noticed some Ultrapeers are much slower at making connections than others.

Nope, modem users wouldn't be able to download a thing, if they tried to act as Ultrapeers. I think those slower ultrapeers could be people on Cable/DSL who are uploading/downloading while serving as an ultrapeer, or simply ultrapeers who are on a slow computer, or receiving many connection requests...
