I am new and not sure what to do

When I download "a programme" for example, can I access it through my c drive, or do I have to go through gnutella to use the down load? I mean: is the download downloaded TO my computer, so that I can use it anytime, or is it in cyberspace, so that I have to get on the internet to find and use it?
