Can not download

May I ask. When this message pops up (More frequently than I like to see) is this the final answer? If I just leave this in the download section without terminating the download, will it (if possible) automatically attempt to download the file, or is it now just a dead trojan just sitting there awaiting an action on my part.

I realize this replaced another prompt concerning requests, and the message on the "can not download" does say "awaiting more resources" which prompts this question.
