Default Java Client Development

Anyone written a java client?

I am trying to develop a client(set of classes......like a servent) which will investigate different strategies for doing mulit-source downloading.

i.e. number of sources used.............whether a part-file download should be abandoned if it is slow etc?

Any ideas or anyone done anything like this?
