It doesn't matter, if I enable or disable the firewall, the upload (16 KB/s) is still faster than the download (3 KB/s) – numbers from just a minute ago. If I’m really lucky I have a download speed of 15 KB/s for a few seconds before it's back down to under 5 KB/s.

Does anybody have any ideas?
