Default Why do so many dodgy files come from IP addresses beginning with 192.?

This is true especially with Adult Content. Clicking on the browse host option shows a lot of that material comes from IP addresses beginning 192.XXX.XXX.XXX (and less frequently 10.XXX.XXX.XXX and 24.XXX.XXX.XXX). Checking on SamSpade shows these addresses as belonging to numbers owned by IANA with the comment "This block is reserved for special purposes... Please see RFC 1918 for additional information" The name-server shows as a Blackhole.

Is there any significance behind a lot of peers using these IP addys (especially the 192 range)? It seems to be from here that a lot of the more dubious material is originating. On the one hand I could block that IP range, but on the other there are some genuine file sharers who use that IP range who aren't making available dodgy sounding files (some are great sources of rare 70s and 80s music, so I don't want to block everyone).

Can anyone tell me why these IP addys are used and by which type of ISP and why there seems to be a lot of peers from the 192/24/10 IP ranges peddling what would appear to be child pornography (I've no intention of downloading the stuff to find out, but searching for any adult material seems to catch those files - they all seem to have 20 or 30 word titles with "catch all" phrases, so there's no escaping them).
