I downloaded 95% of a file. Shut down and restartet the pc -- I had only 31% downloaded. Where is that missing 64%.

i have the same problem, while i was downloading a 700MB movie the stinkin' power goes off, and my ups is busted, then i found my movie lost 56% of its downloaded size !
