What the heck is what with the number of people who can be downloaded from?

When I search for music, I understand that unless there are 3 or more people with the song, I've got about a 33 percent chance of getting the song. 3 or more, I'm likely to get it. But what's the deal, when it shows 50 or more with it? It seems like there's a 100 percent chance I'm not going to get it then????? I did a search for R. Kelly tunes and it shows me, on about every search that there are over 1100 users with the song, and the first 100 on the list are 50-169 users who have it, but when I try and download it, it ALWAYS says "Need more sources"???????? What's up with that??
