What do the green dots beside peoples names mean?

In the forums theres a dot beside peoples names. Sometimes its green, sometimes its not. Does it mean if they're on the forum or not?

Green means they're online & not in invisible mode

or .... is offline.

i've downloaded peerguardian 2 already but the problem now is i don't know how to install it 'cause i don't know what is the proper configuration.do i have to check all the boxes in "types of ranges to be block" or leave it as it is. could you please tell us how to properly install this. thanx!!!!
