Those are SNES ROM dumps. To play them you need a decent computer, a gamepad if you want any semblance of natural gameplay, and - of course - an SNES emulator such as ZSNES or SNES9x.
For emulation in general, if you're on a mac, www.emulationn.net is the place to go for emulators... if you're on just about anything else, try Zophar's Domain, or The Vintage Gaming Network.
If yopu're looking for ROMS .... try a search engine.
