Individual File upload controls

Greets Everyone,
I use both my hard drive and CDROM drive(with a CDR), to share my files. Alas, some of my larger files are in heavy demand and fill the upload queue (8), leaving some of my other smaller files, but also in demand, queued for hours.
is it possible to "enhance" defender to include a "file size table", setting limits per size of files. Example:
100mb or >... limit of 2
50mb -99mb... limit of 3
<50mb ....... limit 0f 5

In this mannner, I can share my popular files with everyone. Better yet, let the user set the file size and upload limits. say a table with 10 entries. That should be enough I think.
