Default busy/searching question

How should interperet a status like
Queued, busy 12, buffer 37.

Does this mean that there are 37 peers that have my file, but Xolox has only checked 12 to see if able to download?

Queued, busy 0, buffer 12.

Does this mean that Xolox knows about 12 peers that have my file, but none of them are available for downloads now?

Thanks -- I'd like to be able to interperet better what Xolox is doing.
