Question 99% syndrome..?

I've been using xolox for about three days or so, and i've seen certain downloads stopping at 99%.... right now, one of the files i'm downloading had stopped there and will not complete itself by reaching 100%, even though it says there ARE active file sources... why is that? If there are active sources, shouldn't the program automatically try connecting to the server and downloading the file?
