The Start Menu

Cannot access the START MENU in Windows 10.

Have tried hitting the Start Button on the left, but nothing happened.

I am on Windows 10.

I have accessed the CONTEXT MENU through the Start button, but it's the Start Menu that allows scrolling that I cannot get.

Thank you in advance for your kind help to an octogenerian pensioner.
