What is the best XML complier to read the "Collected Data" xml files.

First off,hi to all.Newbie here.Gotta ask????What is this result on most searches;"collected data" in xml.Is this spam?,no not on Limewire I would guess.Also what is the best complier/download/codex to read these XML files?Thanks all.bobbiepanda.
