Hi...

Windows 2000, hmmm ? Same here (and a lot of others ! It works !)

Anyway... What type of file is it ?
I mean, what is the file extension name... .mp3 or .wma or .ogg or what ?

What are you trying to use as a 'player' ?

Have you ever installed what is called a CODEC Pack ?

Assuming that the file is OK and not one that has installed a virus on your computer, make sure that your 'player' is not running. Make sure that you are not connected to the internet and that you are not running any file-sharing program(s).
Do not try to 'Remove' the file within Phex.
Find the file using Start > Search in Windows 2000.
Try to delete the file.

If this does not work, there are some other things to try... But, it's easier to start with the things above first. ;)

I don't mean to panic you with the mention of a possible virus... but, it could be the problem. Don't worry, too much, if you do have a virus as you can get help here to remove it.

Your download and upload 'speeds' are limited by your dial-up connection so it doesn't make much difference to you what the quoted 'speed' is from a 'source'. However, higher 'speed' sources will probably have enough 'bandwidth' to give you the maximum that you can take so they for sure won't hurt you !
