Auto-disconnect from free-loaders

Need a toggle feature to allow for auto-disconnect from incoming hosts who share zero files.

Allow client selectable minimum number and/or total MB of shared files before allowing a connect to one's own host.

If a user does not want to share files it is that indivisuals decision.
