Go to LW's menu bar, Tools -> Options -> Transfers, click Settings for Limits on down/Uploads. Check box to limit bandwidth. You should check option to limit Download bandwidth also so you don't become a leech.
 Or would you like everyone to limit their upload bandwidth so your downloads crawl. It becomes a case of why should others give their upload bandwidth if some don't.
