Still can't get it to work

Ok so ive heard a few other people having this problem, where u can't open LW. When i try and reinstall LW basic i get LW 4.9.7 whatever that is, i thought it was 4.8.1 but it still don't open anyway. If somebody has had this problem and knows how to fix please help.
