after win Xp reinstall it no longer works

with this system, it used to work, now after win Xp reinstall it no longer does:

Athlon 3500+, 2 gig
Asus M2N-SLIDELUXE
XP SP2, latest patches;

windows firewall (access denied)
Firewalls - Norton 360 & Prev1 (even when both are removed, exact same results.
Hard Disk space available - 19.8 gig and 74.5 gig.
Cable Arris TM402P/110
House
PRO 4.12.11 & Beta 4.13.6 only one loaded at a time.
