You can use the junk filter:
New Version 4.10.0 & the Junk filter

You can add IPs to your blocked list but if these IPs are going to change every day, makes it a bit pointless.

Just be vigilant with your downloads. Eliminating this PITA iisn't really an option...more a case of learning what to ignore
