You can determine who has Chat enabled. Those that have a golden smiling sun icon in the chat column are those that have chat enabled. In the present versions of LW, to make this column active: on Mac you Control click onto the top of the column bar & more options will show to you. I'm not sure what this is on windows. My guess is right-click whilst clicking onto the 'top' of the column bar. The show chat column can also be added to your upload pane of the Monitor window.
