Well yes & no. On dial up you are restricted to about 5 to 7 KB/s for both combined. So you can't really offer much for upld anyway. Unless you open it up more for when you're not downlding. As far as helping to get better results by uplding, then yes it's still true. I was using dial up with LW up until 6 mths ago.
