I think the main problem is how people can get tricked into downloading something really wrong. I have unintentionally started to download a number of files that have turned out to be CP. It's bad that you can't be sure of what you are downloading!! - but what can you do, it has really worried me as I didn't want to see that let alone have it on my computer!
