Hmm it could be your isp provider putting a filter on your speeds or just totally blocking LW. Some isp's will do this if they detect you using large amounts of bandwidth. See

What you can try are:
1. Try deleting your LW Preferences folder whilst LW is closed; instructions here:

2. Change the port LW uses. Go to LW's menu Tools>Options>Advanced>Firewall & change the listening port from 6346 to another like these: 3500, 1203, 80, 20282, or 443. After changing press the apply button. I'm not sure whether you'll need to close & re-open LW, but you can try File>Connect/Disconnect & connect. Then give LW ample time to connect & settle down.
