dont know whats going on...
happened after I had to reformat

I checked settings, followed what was suggested
then started unblocking individual ip's I wanted to d/l from
after a few days it looks like its working better now...but
I also removed limewire and went back to an older version of limewire

Just thought I would share what happened in my case since I see this happened to someone else also
