I dont know of any other Utility that might cause this Issue
I realize there are some small utilities that might not show up
in my Add & remove, but in an effort to figure out which program might be the culprit
I am going to list what programs I have installed.
Can you take a look at it & tell me if you see anything that might cause this Isuue?

Well that's it
But I cant think of anything other than what I have listed except for maybe
Window Worms & Doors Cleaner but I already disabled all of it's feature's and rebooted it changed nothing !
I also did the same with Bugoff's feature's too , same results!
One last question :
Could one of the IE6 browser settings cause this Issue ?
I meen if it was not set correctly?
