Hi teedot,
When you were trying to fix the Norton popups, did you click on Program Control & delete all LW? I don't use Norton but that seems to be the way to do it...check out the post below & do exactly as Saturn822 says:

*If you're using the Norton firewall, make sure that the XP firewall is off

What's the exact model of your Linksys? If the device supports UPnP, make sure it's enabled & then choose the option to use UPnP from within LW's tools > options > advanced > firewall config. Apply to save the change. See if that helps, if not you might have to port forward to get rid of the firewall icon.
For easy port forwarding instructions, go to the site below. Find your router model from the list & then choose LimeWire from the list of programs.

Don't forget the step of setting up a static IP (you'll see a link within the port forwarding instructions)...otherwise port forwarding's not going to work!
Also remember that the port number forwarded, LW's listening port & any ports allowed thru a firewall all have to be the same number

Your slow download speed might have something to do with Shaw...

You could try using a different port (say, 64049) but it might not help if Shaw are traffic shaping.
