LW Basic users can only download from a maximum of 8 per download if they can achieve it. That's the design of the network so there's not too many sources being shared to too small a population. There's only so many upload slots available compared to download demand. Keeping upload slots available to as wide a population as possible means that generally people aren't stuck in queues for hours to get a slot from someone to downld from, unlike some other networks out there that have failed for that reason. So limiting sources per download is healthy for the overall functioning of the network & means people don't need to wait too long to get a slot if they can connect to them.
eg: say there's only a few copies of a rare file out there. Now if one person can connect to them all then the upload slots available to everyone else will be very limited to downld the same file. (That's just a rough description of such problems despite I've minimised the example.)
