The file you have is on your PC and, as such, you can use any burning software you like to make your DVD all you have to do is look at the file using Windows Explorer.

Please note, I am somewhat mystified by your query because where on earth do you think the file is that you just downloaded if it is not on your PC?

Just remember that looking a files via LWs library is just another way of looking at those same files you would look at via Windows Explorer, so the library files are not separate or hidden from Windows Explorer they just look different.
