Are you saving your downloads to your desktop? The incomplete folder will be in the same directory as the saved folder. So you'll have to change your saved folder location, then the incomplete folder location will change too.
By default, the saved folder location is C:\Documents and Settings\your username\Shared. And so the incomplete folder location is C:\Documents and Settings\your username\Incomplete.
Why not change the location of your saved folder back to the default (that way the incomplete folder will 'follow' it) & create a shortcut from your saved folder to your desktop? Then you'll still have your downloads handy but you won't have the imcomplete folder on your desktop
Once you change the saved folder location, the new incompletes folder should contain your incomplete files & the old one on the desktop should be empty. Just check that. If the desktop folder's empty, delete it!
