Lots of ISP's all over the world shape or block p2p. Some do it at peak times. Some do it all the time. And some only do it to particular users when they detect they have been using more than average bandwidth. Cox is one of those. They pick on individuals. Of course they are going to say it's not them. Many if not most ISP's never admit they are secretly limiting your internet service. But then again, some people in support or front desk positions don't even know their company does that. You are the 2nd Cox user having the identical problem I have answered in last 15 mins.
