Default Same problem, but won't fix

1. OS version? Windows XP
2. What firewalls you have? McAfee (but I have always had it and Limewire connected)
3. How much ram? Not sure
4. Hard Disk space available? Not sure
5. Connection type? (eg: dialup, broadband, cable, etc.) Cable
6. Modem & router brand name & model numbers? Toshiba-PCX2200,Dynex
7. Where are you trying to connect from (house, appartment complex, school, student accomodation, work, etc.)? home
8. What version of LimeWire (LW) & Java do you have? (Go to LW's menu Help>About LW...) PRO 4.8.1, Java 2 Platform Standard Edition (J2SE) 5.0 Update 11
9. Who is your ISP (Internet Service Provider)? Time Warner
10. Do this simple test for us. Using your browser go here: http://www3.limewire.com:6346/ The page should say 'Your test worked!'. What happens when you go there? My test worked.
11. Are you sharing the connection with other computers or p2p sharing programs? If yes, please give details of set up. No
12. Is this a your 1st try at LW or is this a new problem with an experienced user. New problem with an experienced user
13. Do you see a brick wall in front of the blue world icon at the bottom of LW's interface? No
14. For those using a modem/router, how is your modem/router set up...are you port forwarding or is UPnP enabled? not sure
15. What security programs are you using (antivirus etc)? I have always used McAfee and it worked. I disabled it and still wouldn't connect. I allowed full access to limewire

I've deleted the .limewire folder and I've disabled limewire auto start-up, I've shut down McAfee and Windows firewall and doesn't work. Limewire has out-going and in-going ports open. I've deleted Java and re-installed,

I'm not sure what else I could try. Except calling road runner to see if they can fix my connection. but I don't think that's it. I don't know what to do. It's been my 3rd day trying to figure this out on my own. Now I need help.
