I found a few things about your ISP that suggests they are shaping p2p connections...
Telecom says newsgroups and Jabber are P2P - and ratelimits them We're not anti-P2P but some ports are shaped, says ISP
They also have a fair use policy in place...

Have a look at your modem/router it connects you to the internet, if you have a look underneath it, it will tell you the name and model number for it...That way we can see if it has a firewall and you will be able to Port Forward...
These instructions are for your Zonealarm firewall and limewire, have a look and see if you have it configured properly...

You could also try updating your Java, it's a bit outdated...
uninstall your Java from the add/remove programs and then re-install the JRE 5.11 offline version....
