My isp is a random company I've never heard of, The Amazing Persona. I THINK they use a telus backbone but I'm not sure, I know for a fact telus doesn't use p2p blocking, but the amazing persona might.... So basically if they are using bandwidth shaping i am "screwed" untill I change isps?
