(a) Windows XP comes with its own firewall. Did you disable it or configure it to allow LW full access?

(b) Try deleting your LW Preferences folder whilst LW is

(c) THe WRT54G was a "lemon" model which had firmware problems but Linksys never fixed it. There are fixes for the firmware but you'd need to be confident yourself of doing it. Otherwise port forwarding is the next best option, though it might still be a little unreliable. But the WRT54G definitely does not work well in UPnP mode; totally unreliable.
(d) You are connecting cable via an apartment. Are you sure the apartment itself doesn't have a firewall? Some do. Check with owners or whichever appropriate sources to find out.
