Sorry nobody was able to help you earlier. But to be honest with you, your ISP is reknown for blocking p2p programs. See
ISP's known to BLOCK or Filter p2p or specifically Limewire & also this one
A Fix for those whose ISP's block Limewire pages 1 - 3 which have links to alternative instructions.
Chances are they have detected you using LW & have put the brakes on.
You could try deleting your LW Preferences folder whilst LW is
closed; instructions here:
Point #2 & 3 in Fixes for Limewire (sample image included at bottom of page.) to see if it makes any difference.
