Double check that the XP firewall's allowing LW.
User Cant Connect - LimeWire

Did you use that same version of Java when you had your dialup connection? I'm using that one without a problem but a person had trouble connecting yesterday & it was solved by changing Java version. So, you could try this version instead. Use the JRE offline installer & remove your current Java version before you install this one.

Also try this: Delete LW's preferences folder when LW's properly closed. See point 3 here & also point 2 if you've used older versions of LW in the past (there could be a folder in either location).

This will kill all of your settings within options, you'll have to go back through afterwards & reset things. If you're not sure of your settings, go through LW's tools > options & write them all down, so that you can reset things later.

If you can't access the test page, something's blocking LW's default port. Could be your ISP (maybe since you moved to DSL). Their Acceptable Use Policy does mention copyright infringement.

Try changing ports. In LW tools > options > advanced > firewall config. Change LW's listening port to 64049 (or something in the range of 49152 - 65535) > Apply > ok.

When you set up port forwarding before, did you use instructions from this site?

Have a look in the router index there. They don't have your model listed but there might be another Westell with the same config pages as your router.
Don't forget the step of setting up a static IP address, if that's part of the instructions. LW's listening port, port in the 'manual port forward' box & port forwarded within the router all have to be the same number
