For your router, both UDP & TCP should be same port. I've heard it's best to do a separate port forward rule for each one but it's not necessary.

No it's not necessary to use the same Listening port as downloading one. Listening port is the most important to port forward. Unless your router has an extreme NAT firewall, the main port may not be affected. But it's a lot easier to keep both ports the same.
