Not an expert and following may be obvious...Get out of LWire or any other p2p app and try to download a large general file, maybe from your IExplorer or Mozilla. If it works and completes 100% the problem could easily be a particular kind of 'Traffic Shaping' on p2p from your Internet Service Provider. Further, under Tools/options at top of LW, make sure both your UP & DOWNload settings match your connection speeds. They are usually different, with UPload being slower. ISP's generally give you a considerably faster DOWNload connection because it is cheaper for them. Most either 'Traffic Shape' one or the other; only a few both. If you have same problem with non-p2p DOWNloading, you may have a tech problem with either your ISP or your own system. Are you sure the DOWNload that got to 63% is 4000MBytes, not 4000KBytes?
