It makes it sound like it's an ISP issue...maybe some of the ISP's are randomly blocking connections

If none of the fixes that have been already listed in this thread are working the only thing I can think of is that you have either used up to much bandwidth for the month or it's random shaping...
Just check your ISP's Fair Use Policy, google your ISP and go through the fine print of your contract...
