1) You will have to go to your modem/router's website and download the "Command-Line" user-guide, that will show you how to disable your modem/router's built in firewall.

2) The "Command-Line" method should work but this is a "boldly go where no man has gone before" thing, very few people use that method because PORT FORWARDING usually works.

Well, you can try it because either it will or it won't work. As a side issue, I have not set a static IP address for my modem/router (Thomson ST585v6) and it works without any problems, however I cannot guarantee that yours will.
