I was also having the exact same problem trying to install the program. I had downloaded and redownloaded several times. Finally the simplest suggestion worked for whatever reason. I had been using my compuserve browser when downloading, and read a forum post that said if using an AOL type browser try using Internet Explorer browser instead. Amazingly it installed right away!
