Firstly, choose either Zone Alarm or Norton firewall to use. Two firewalls will clash & result in less security not more.
It may also result in odd side effects such as you're having. So Vista firewall off, and one of the other two off. Try that & see what happens. If still no luck then please do your best to provide these details:
