Many applications have very poorly configured
uninstall routines.
Especially Norton - hence the regularly updated Removal Tool.
Problem is that they are not written to deal with files that remain active (in use).
Best to go into safe mode - F8 at Startup - and
try to do a proper removal, as mentioned, with...
Control Panel > Add/Remove Programs.
Most amusingly, many people find that they cannot even remove Norton in Safe Mode !
