This could easily be a firewall issue. I'm a techno-slug myself so I'm not sure if I can help, but try this.

go to Start>Settings>Control Panel>Windows Firewall. If it is marked as On, go to the Exceptions tab and see if Limewire is listed and checked. It must be, in order to allow access past the Windows Firewall

That's where I would start.
